Mr. Carmichael

asked the Secretary of State for Scotland the names of the county councils in Scotland who have a superannuation scheme for manual workers.

Information specifically relating to manual workers is not available, but all county councils in Scotland excepting those of Aberdeen, Inverness, Peebles, Ross and Cromarty, Selkirk and Sutherland have, by resolution, admitted one or more classes or descriptions of "servants" in their employment to participate in the benefits of their superannuation fund. (The Local Government Superannuation (Scotland) Act, 1937, defines "servant" as meaning an employee who is not an officer and defines "officer" as meaning an employee whose duties are mainly administrative, professional, or clerical, or one whose remuneration is greater than £250 per annum and whose employment is not by way of manual labour.) The extent to which the manual workers in the employment of any particular county council are so admitted depends on the terms of that council's resolutions.
