asked the Minister of Pensions and National Insurance what would be the annual cost to the Exchequer to increase the blind persons' pensions by 10s. a week; and if he will take steps to assist financially those people who are sightless who have dependants and who are unable to compete in the labour market.

Mr. Peake

The National Assistance Board already provides assistance for blind people who are unable to compete in the labour market at rates which are about 18s. a week above the normal rate. To increase the non-contributory pension paid to blind people at 40 would cost about £100,000 net but it would only benefit a small minority of blind persons whose means are such that they are not eligible for assistance.
