78. Mr. Awbery

asked the Secretary of State for the Colonies if he has considered the report by a Singapore doctor, a copy of which has been sent to him, concerning the Buli Sim Sim Mental Hospital, Sandakan, North Borneo; and whether he is aware that in this hospital men and women run about naked, accommodation is in solitary cells with bare boards, that there is neither running water nor proper sanitary accommodation and that the building is not mosquito proof; and if he will have an inquiry made into the conditions in this institution with a view to an improvement being brought about.

This report was made to the Governor of North Borneo and has not yet reached me. I understand that it contains no statement of the kind in the second part of the Question. Conditions in this hospital are, however, admittedly unsatisfactory and it was to advise upon plans for spending a substantial sum on a new hospital that the author of the report was invited to North Borneo. He has said of these plansVery adequate arrangements are in hand to build and equip a most up-to-date and modern hospital for the housing and treatment of patients.
