asked the Minister Labour how many paid appointments posts outside the Civil Service he responsible for making; the nature each appointment; and what salary payable in each case.

Mr. Watkinson

The information is as follows:

  1. I. Appointments made by the Minister of Labour and National Service to posts outside the Civil Service, the salaries and fees of which are borne on the vote of his Department.
    1. (a) Conciliation Act, 1896: Industrial Courts Act, 1919: industrial Disputes Order, 1951.
      • Industrial Court:
        • President: £4,500 per annum.
        • Employers' representative, £1,825 per annum.
        • Workpeople's representative: £1,825 per annum.
        • Women's representative (who attends as required): £5 5s. per day.
        • Chairmen who act in the absence of the President receive £10 10s. per day. Other members who act in the absence of the employers' or the workpeople's representative receive £5 5s. per day.
      • Industrial Disputes Tribunal:
        • One appointed member: £2,600.
        • Two appointed members: £10 10s. per day.
        • Two representative members: £5 5s. per day.
      • Single arbitrators, boards of arbitration, courts of inquiry, and committees of investigation:
        • The above bodies may be appointed on an ad hoc basis to deal with individual disputes. The following fees are payable:
        • Single arbitrators: £10 10s. per day.
        • Other bodies:
          • Chairmen: £l0 10s. per day.
          • Two members: £5 5s. per day.
          • Assessors (as required): £2 2s. per day.
      • Civil Service Arbitration Tribunal:
        • Chairmen: £10 10s. daily.
        • Two representative members: £5 5s. daily.
    2. (b) Wages Councils Acts, 1945–48; Catering Wages Act, 1943; 61 wages councils and five catering wages boards:
      • Chairmen: £6 6s. per day.
      • Two independent members: £4 4s. per day.
      • Central Co-ordinating Committee (Wages Councils Acts):
        • Chairman: £6 6s. per day.
        • Two independent members: £4 4s. per day.

      • Catering Wages Commission:
        • Chairman: £10 10s. per day.
        • Two independent members: £5 5s. per day.
        • Four representative members: £5 5s. per day.
      • Catering wages committees:
        • Ad hoc committees having only one independent member, a chairman, may be appointed to assist a catering wages board. One such committee is in existence at present:
        • Chairman: £5 5s. per day.
      • Commissions of inquiry:
        • Ad hoc Commissions of inquiry appointed from time to time:
        • Chairman: £10 10s. per day.
        • Two independent members: £5 5s. per day.
        • Four representative members: £5 5s. per day.
    3. (c) National Service Act, 1948
      • Office of the Umpire:
        • Umpire: £3,250 per annum.
        • Two deputy umpires: £8 8s. per day.
        • Assessors: £4 4s. per day.
      • Military service (hardship) committees:
        • 67 chairmen: £3 3s. per session.
      • Reinstatement committees:
        • 67 chairmen: £3 3s. per session.
      • Local tribunals (conscientious objectors):
        • Seven chairmen: £12 12s. per day.
          • 28 members: £4 4s. per day.
      • Appellate tribunals (conscientious objectors):
        • Three chairmen: £14 14s. per day.
        • Six members: £5 5s. per day.
      • Medical boards:
        • 95 chairmen: £3 3s. per session.
        • 380 members: £2 12s. 6d. per session.
    4. (d) Miscellaneous
      • Compensation appeal tribunals (nationalisation and related schemes):
        • 11 chairmen: £3 3s. per session.
        • Assessors (as required): £2 2s. per session.
      • Technical Personnel Committee:
        • Chairmen: £500 per annum.
      • Ad hoc public inquiries appointed from time to time under the Factories Acts, 1937:
        • Commissioner: £10 10s. per day.
      • District advisory committees (Disabled Persons (Employment) Act, 1944):
        • Industrial Members: £2 5s. per meeting.
  2. II. Salaried appointments made to bodies grant-aided by the Ministry of Labour and National Service.
    • National institute of Houseworkers:
      • Chairman: £1,500.
      • Financial Director (part-time): £500.
    • National Service Hostels Corporation, Ltd.:
      • Executive Director: £1,750.
      • Financial Director (part-time): £1,000.
    • Remploy, Ltd.:
      • Managing Director: £3,000.
      • Executive Director: £2,000.
      • Financial Director (part-time): £500.
    • In addition, the Chairman and Vice-Chairman of the National Dock Labour Board are 67 appointed by the Minister of Labour and National Service. In accordance with the terms of the scheme they are paid out of the levy made upon registered employers such salaries, fees and allowances as may be determined by the Board.

Mr. Geoffrey Lloyd

At the present time, there are 225 members of the boards of the nationalised fuel and power industries for whose appointment I am responsible. Particulars will be found in the White Paper on Public Boards, presented annually to Parliament.
