§ 72. Mr. Footasked the Secretary of State for Foreign Affairs to what extent his Department still follows the Ponsonby rule in relation to the ratification of all treaties, other than those requiring legislation, namely, that in the absence of an expression of disapproval within the period of 21 days from the date on which the treaty was laid before the House, Parliamentary sanction will be presumed.
