§ Mr. Boyd-CarpenterRecords kept at the time do not disclose the exact number of Instruments in operation on 1st November, 1951. Calculations from statistics compiled subsequently indicate that, of the Statutory Instruments classified as general, there were then in operation about 792 made under emergency legislation and about 7,741 made under permanent legislation.
