asked the Secretary of State for the Colonies (1) the total value of Japanese piece goods to which each West African Government agreed to limit its annual import licences under the Anglo-Japanese Trade Treaty;

(2) what steps he is taking to ensure that the licences for the importation of Japanese piece goods issued by each of the four West African Governments do not exceed, in total, the amount provided for under the Anglo-Japanese Trade Treaty.

As my hon. Friend, the Economic Secretary, told the House on the 1st February, Colonial Governments were informed at the conclusion of the Anglo-Japanese trade talks that there is no longer any need to restrict their imports of Japanese goods below their stated requirements on balance of payments grounds. The question of licensing therefore becomes one for individual Colonial Governments. Within these limits there is consequently no agreed figure on licences issued or to be issued this year by the West African Territories for the import of Japanese piece goods.
