HC Deb 15 June 1954 vol 528 cc135-6W
66 and 67. Mr. Hale

asked the Minister of Pensions and National Insurance (1) whether he will state, in detail, what forms of apprenticeship have been recognised by his Department's Appeal Tribunal as entitling the parent of such an apprentice to the continued payment of family allowance;

(2) why a trainee apprentice employed in the sales department of a large industrial firm and attending commercial school is not recognised as an apprentice for the purpose of exemption from the cessation of payment of family allowance.

Mr. Turton

It is mainly a question of fact whether a particular child satisfies the requirement of the Family Allowances Act of being a person undergoing full-time training for any trade, business, profession, office, employment or vocation, and not in receipt of earnings which provide him wholly or substantially with a livelihood.

It would be impossible to summarise all the wide variety of arrangements which have been recognised for this purpose or to express an opinion about a particular case without knowing all the facts If the hon. Member has a case in mind I will gladly look into it if he will send me the particulars.
