§ Mr. HopkinsonI assume that the hon. Member is referring to the statement of policy issued by the Kenya Council of Ministers. My right hon. Friend warmly welcomes this progressive statement and he has placed copies of it in the Library so that hon. Members can study it. Some projects to carry out the programme are already in hand and others are being planned, but the rate of progress must, of course, to some extent, depend on the length of the emergency.
