asked the Secretary of State for the Home Department (1) to what extent his regulations permit licensed victuallers to refuse to serve coloured persons;

(2) if he is aware that in certain licensed premises in London coloured persons are being denied service; and if he will take steps to prohibit such colour discrimination.

I greatly deplore these incidents, but there is no action that I can take. I have no power to make regulations on the subject.
