asked the Secretary of State for Scotland whether he will now take steps to remove the disadvantage under which Scottish teachers are at present placed in comparison with English teachers in respect of member ship of local authorities and the education committees thereof.

The associations of local authorities concerned informed my right hon. Friend that they were opposed to the recommendation of the Select Committee on Estimates that Scottish local authorities should be given power to co-opt teachers; and, after considering the recommendation in the light of their views, he has decided that he would not be justified in introducing legislation on the lines suggested.
