§ Mr. R. A. ButlerI assume that my hon. Friend is referring to an issue of savings certificates by H.M. Government in the United Kingdom. The Government recognise that if we are to make our full contribution to Commonwealth development it is necessary to sustain a high level of internal savings. I do not think that any special issue of savings certificates is needed for this purpose. Adequate facilities for National Savings already exist, and I commend this form of saving to all small investors who wish to help the cause of development in the Colonies.
