The research work of the Ministry is not concentrated in a single unit. On the roads side, the Ministry has eight professionally qualified officers engaged on research. Most research on roads is, however, done by the Road Research Laboratory which forms part of the Department of Scientific and Industrial Research. The Ministry employs an economist who studies problems relating to the shipping industry, and six statisticians, part of whose time is devoted to research.

The Admiralty undertakes for the Ministry research and development work on radio navigational aids for merchant shipping. D.S.I.R. undertakes some research into shipbuilding and harbour problems.
