Mr. Watkinsasked the Secretary of State for the Home Department how many appeals have been made to him from the decisions of police authorities in Wales who have refused to grant licences to the Parliament for Wales Petition Committee to organise local collections towards their campaign funds; what were the police authorities concerned; and how many appeals have succeeded.

Maxwell FyfeI am informed that some police authorities in Wales have taken the view and have so informed the committee that their applications were not within the scope of the House to House Collections Act, 1939, which relates to collections for charitable purposes. I am proposing to inform the committee, who brought the matter to my notice, that in these circumstances no question arises for my consideration.
