§ Sir D. Maxwell FyfeOut of 409 boroughs and urban districts which had a population exceeding 20,000 according to the Estimate Census of 1952, cover is provided by whole-time men continuously in 350 cases and for part of the day in 25 cases. In 34 cases cover is provided entirely by retained men.
