§ Mr. Boyd-CarpenterThe hon. Member's suggestion has been considered, but my right hon. Friend cannot undertake to introduce legislation for this purpose. I am not aware that there is an appreciable demand for the change proposed, and it would involve additional staff and increased public expenditure.
