asked the Prime Minister (1) whether he will invite to London Mr. Malenkov, M. Mendès-France, and President Eisenhower, with a view to discussing present international difficulties before the step of German re-armament is taken;

(2) what the policy of Her Majesty's Government is with regard to a four-Power conference; what are the conditions and terms upon which Her Majesty's Government would be prepared to enter into high level talks of this nature; and whether he will submit to M. Mendès-France, President Eisenhower, and Mr. Malenkov, definite proposals and conditions for the calling of a four-Power Conference at the highest level.

The Prime Minister

The policy of Her Majesty's Government is to seek a four-Power Conference at a time when it seems likely to yield genuine results. We do not believe that this end would be served by holding such a Conference before the ratification of the London and Paris Agreements. The basic conditions were set out in Her Majesty's Government's Note to the Soviet Government of 29th November. I have nothing to add at the present to what is the declared policy of the Government.
