asked the Minister of Agriculture whether, in view of the progress during recent years in connection with veterinary research and inoculations, steps can now be taken to curtail or dispense entirely with the arrangements under which dogs imported into this country have to be placed in quarantine for six months.

Inoculation cannot be relied upon to confer complete immunity against rabies, and I am satisfied that to rely on inoculation instead of quarantine would be an unjustfiable risk. As the incubation period of rabies may extend up to six months, I could not safely shorten the period of quarantine.
