asked the Secretary of State for the Colonies if he is now in a position to make available the Report of the Federation Elections Committee in the Federation of Malaya.

Copies of the High Commissioner's despatch recording the agreement reached with the Conference of Rulers upon the recommendations of the Report of the Federal Elections Committee have been placed in the Library together with copies of my right hon. Friend's reply.

I am glad to say that it has been possible to agree upon all the main recommendations in the Report, with one exception. The recommendation by a majority of the Committee that elected members should be in a minority in the Legislative Council has not been accepted and my right hon. Friend has instead agreed with the Conference of Rulers and the High Commissioner that there should be a small majority of elected members.
