StuartIn 38 burghs the rate levied (including domestic water rate) for 1953-54 is £1 or over and in 16 counties the average rate levied (including special district, district council and domestic water rates) is £1 or over. In 12 other counties there are separately rated areas with a total rate of £1 or over.
