asked Her Majesty's Government by what authority the Stationery Office are using what purports to be the new Royal Badge of Wales on documents published by them but which in fact is different in several material particulars from the Royal Badge approved by Her Majesty and described and illustrated in the London Gazette.

The noble Lord is, I think, under a misapprehension. Some adaptation of heraldic designs for reproduction by printing and die stamping, particularly on a much reduced scale, is necessary and customary. Indeed, in heraldry a great deal of licence is permissible within certain technical limits. When dies for printing the new Royal Badge of Wales on Government publications and for letter headings were first cut the shield carrying the red dragon was enlarged to give the dragon greater prominence and clarity. In view of criticisms from Wales new dies were cut which are well within the permissible technical limits. They have been in use for three months.
