asked the Minister of Housing and Local Government what action he proposes to take to review the distribution of equalisation grants in order to assist those cities like Newcastle-upon-Tyne who receive no equalisation grant at all.

My right hon. Friend is in consultation with the associations of local authorities and awaits their final views on the report of the committee. He cannot anticipate the terms of a White Paper which will in due course be laid before the House.
