asked the Secretary of State for Foreign Affairs whether Her Majesty's Government have yet deposited with the Secretary-General of the Council of Europe declarations under Articles 25, 46 and 63 of the Convention for the Protection of Human Rights and Fundamental Freedoms; and what conditions were attached to such declarations.

The answer to the first part of the Question is at present "No"; the second part, therefore, does not arise. I am, however, glad to say that instructions have been sent to the United Kingdom Permanent Delegate to the Council of Europe to notify the Secretary-General that Her Majesty's Government are extending the Convention, without reservation, to 42 territories for whose international relations they are responsible.
