asked the Secretary of State for Scotland whether he will make a further statement on the intentions of the Government to set up a Royal Commission to consider and report on mental illness and deficiency in Scotland.

The whole field was covered by the Committee on the Scottish Lunacy and Mental Deficiency Laws under the Chairmanship of Lord Russell, that reported in 1946. A further inquiry at this date is unnecessary, but I am considering the report and propose in due course to lay a White Paper before Parliament as a basis for further discussion of the issues involved.
