§ 140. Mr. Woodburnasked the Secretary of State for Scotland whether he will make a further statement on the intentions of the Government to set up a Royal Commission to consider and report on mental illness and deficiency in Scotland.
§ Mr. J. StuartThe whole field was covered by the Committee on the Scottish Lunacy and Mental Deficiency Laws under the Chairmanship of Lord Russell, that reported in 1946. A further inquiry at this date is unnecessary, but I am considering the report and propose in due course to lay a White Paper before Parliament as a basis for further discussion of the issues involved.
