asked the Under-Secretary of State for Commonwealth Relations what steps are being taken by his Department with regard to the establishment of a Commonwealth Service.

I am not clear what my hon. Friend has in mind. Representation of the United Kingdom in other Commonwealth countries is carried out by High Commissioners and members of their staffs, under the responsibility of the Secretary of State for Commonwealth Relations, and no change in these arrangements is contemplated. The idea that there might be some form of new Overseas Service to meet the requirements of Colonial and other Governments for the services of qualified personnel from the United Kingdom is being considered in the Departments concerned.
