§ Mr. LytteltonThe hon. Member is no doubt referring to the resolution of the Buganda Lukiko, the substance of which has appeared in the Press. This resolution opposed federation and in a memorandum attached to it asked for the independence of Buganda within the Commonwealth, which would entail its separation from the rest of the Protectorate, and for the transfer of its affairs to the Foreign Office.
