asked the Secretary of State for the Colonies what is to be the citizenship status of persons born in North Borneo prior to its accession in 1946 but not residing there at the time; how far they are to be entitled to retain passports previously held as British-protected persons; and to what extent residence in another British Colony or Protectorate is to be considered as valid as residence in North Borneo at the time of the accession.

Any person born in North Borneo before its Cession there became a citizen of the United Kingdom and Colonies, unless at the time of his birth he possessed, under the law of some other State, the nationality of that State. Any such person would, therefore, now be eligible for a British passport unless he has since lost that citizenship. Residence elsewhere than in North Borneo at the time of Cession would not affect his status. If the hon. Member would care to send me particulars of any case which he has in mind, I will gladly look into it.
