76. Mrs. Whiteasked the Secretary of State for the Colonies on what principle the Governor of Mauritius nominated the 12 unofficial members of the Legislative Council, having regard to the political balance among the elected members.
§ Mr. LytteltonThe present constitution provides for the appointment of twelve nominated Members to ensure that all sections of the population are adequately represented and that the Legislature has the benefit of the experience of leading persons from all communities. These principles have been followed in making recent appointments. Nominated Members remain free as hitherto, to speak and vote in accordance with their conscience.
§ 77. Mr. J. Johnsonasked the Secretary of State for the Colonies what evidence he has of systematic obstruction to Government measures in the Legislative Council of Mauritius.
§ Mr. LytteltonWhile there is no systematic obstruction as such to Government measures the conduct of Government business has frequently been delayed by the reluctance of certain members to agree to a time schedule for discussions, and by the introduction in debate of irrelevant issues.
