asked the First Lord of the Admiralty the average length of time a captain in the Royal Navy can expect to spend at sea in command; and if he will re-examine present arrangements with a view to increasing the frequency and length of sea service.

The average, at present, is about two years. The limited opportunity for captains in the Navy of today to exercise sea command is a problem under continuous review, and I can assure the hon. Member that it has received, and will go on receiving, most careful attention.
