HC Deb 16 November 1953 vol 520 c112W
49. Mr. H. Thorneycroft

asked the Minister of Pensions and National Insurance whether he is satisfied that the National Assistance Board are exercising their discretionary powers to make grants under the National Assistance (Determination of Need) Regulations, in such a way as to prevent old people living alone becoming in need of residential care.

Mr. Peake

I am sure the National Assistance Board fully recognise the importance of enabling old people to continue to live in their own homes and are using their discretionary powers for this purpose whenever the circumstances require it.
