asked the Minister of Labour whether he is now in a position to make a statement with regard to the regulations made or to be made under the Factories Acts in respect of the fencing of machines which are being made, repaired or adapted for sale and are not machinery or plant within the meaning of the Factories Act, 1937.

Yes. As promised when this subject was raised in an adjournment debate, a most careful inquiry has been made by Factory Department into accidents involving machinery in course of manufacture. These investigations have satisfied me that it would be quite impracticable to frame regulations in respect of the fencing of such machines.
