unusually large cash surplus accruing to the International Labour Organisation in 1951, which, under its rules, it is required to distribute in relief of the contributions for 1953 of its States members. There was also a reduction, by reason of the larger membership of the Organisation, in the United Kingdom percentage contribution to the budget of 1953.
