asked the Minister of Transport whether he will take steps to permit farm tractors to take part in Coronation processions in agricultural areas without exacting additional road traffic licences.

I have no power to remit any extra duty to which vehicles may become liable if used for purposes for which they are not licensed. I have, however, suggested to local licensing authorities that no proceedings should be taken where agricultural tractors or farmers' goods vehicles which have been taxed at the preferential rates applicable to such vehicles have become liable to a higher rate of duty by reason solely of their use for local Coronation processions and festivities which are publicly organised. The owner of any such vehicle used in this way must ensure that it is covered by a valid insurance against third party risks while it is being so used.
