asked the Minister of Housing and Local Government whether he will consider setting up a commission to inquire into the level of local government expenditure, and make recommendations aimed at establishing machinery for more effective control.

These are large and complicated questions, partly of policy, partly of administration. I do not feel sure that a Royal Commission is the best way to tackle the problem.
