asked the Secretary of State for Scotland if he is aware of the financial problem facing Scottish local government; and what action he intends to take to assist the local authorities in meeting their statutory obligations.

My right hon. Friend is aware of the financial problems of Scottish local authorities and substantial grants are being given by the Government to assist them in meeting their expenditure. In 1950–51 the grants amounted to approximately £41 million and in 1951–52 to £47 million. The estimated receipts from rates in the same years were £32 million, and £37 million respectively.
