asked the Secretary of State for the Colonies to state in detail the steps which have been taken to ascertain the nature of African opinion in Nyasaland and the Rhodesias with regard to the proposals for closer co-operation in Central Africa; how many chieftains have been consulted; and with what result.

The proposals have been discussed with all the native authorities in the two Northern Territories. There are about 380 of these of which the chiefs are members. The proposals have also been discussed by Provincial Councils and by the Representative Council in Northern Rhodesia and the Protectorate Council in Nyasaland. I have nothing to add to what I said in last Tuesday's debate about the reception of these proposals by these bodies. The question of consultation with Africans in Southern Rhodesia is a matter for the Government of that territory.
