71. Mrs. Whiteasked the Secretary of State for the Colonies what has been done in Northern Rhodesia and in Nyasaland to establish inter-racial Whitley Councils in the Civil Service, as recommended by the Commission which reported on this matter in 1947.
§ Mr. LytteltonNo inter-racial Whitley Councils have been established in either territory. Northern Rhodesia has separate Whitley Councils for Europeans and Africans. Nyasaland has no Whitley Councils as such, but various forms of consultative machinery are in operation in different branches of the Civil Service.
