asked the Minister of Transport what steps he proposes to take to implement the representations made to him by the Roads Improvement Association on the need for more speedily making the roads safer and more capable of carrying an increasing volume of traffic.

Mr. Braithwaite

My right hon. Friend has constantly in mind the need for carrying out large-scale improvements as soon as economic and financial conditions permit, but I regret that for the time being road expenditure must continue to be severely restricted.

60. Mr. Palmer

asked the Minister of Transport if he will now authorise the proposed road improvement scheme at Loftus Bank and Bridge, Cleveland, in view of the two February accidents, the latest of a series of accidents over the years at this dangerous point.

I very much regret the accidents which have occurred at this site, but in present financial conditions my right hon. Friend is unable to approve the full scheme which the county council have submitted. They are, however, considering what can be done by means of lesser works to diminish the risk of accidents.
