73. Mr. Rankin

asked the Secretary of State for the Colonies, in view of the unemployment in Hong Kong and the shortage of labour for the building of houses in Brunei, if he will ask the respective Governments to devise some scheme whereby the surplus labour in Hong Kong could be used in Brunei.

The Government housing situation in Brunei is not such as to warrant the elaborate arrangements, including security checks, which the importation of Chinese labour would require.
