asked the Minister of Transport if, in view of its lower cost and possibly less dangerous effect on tyres, he will advise the use of sand rather than gravel for making icy or wet road surfaces less slippery.

Sharp sand is not invariably cheaper than sharp small gravel. Neither material appreciably affects tyres and both are equally effective for treating icy or wet roads. I think it best to leave the responsible highway authorities to decide what material is more suitable for their particular needs.
