asked the First Lord of the Admiralty what steps he is taking to ensure that his Department adheres to its original specifications in the production of aircraft for the Fleet Air Arm.

Changes in Staff requirements for naval aircraft, involving changes in the original specification, may become necessary to meet new strategic or tactical needs, to provide for the incorporation of new or improved weapons or equipment, or even to meet limitations imposed by design. It would therefore be quite impossible for the Admiralty to undertake never to alter a Staff requirement. I can however, assure my hon. Friend that the implications of such changes are always fully examined before the changes are authorised.
