asked the Secretary of State for War to what causes he attributes the failure of Welbeck College to attract Scottish applicants; and what steps he intends to take.

I think that this has been due in part to the traditional preference in Scotland for day school education leading to university entry and in part to some uncertainty among Scottish headmasters about the conditions of entry. There is now a clear understanding of the educational standard and we are going to improve publicity for the scheme in Scotland.
