asked the Minister of Labour if he is aware that the agreement between his Department and the Variety Artistes' Federation, limiting the employment of foreign cabaret artistes to a 60 per cent. quota, has not yet been accepted by the British Hoteliers and Restaurant Proprietors' Association; what reason has been given to him for this by the Association; and what steps he will take to bring this quota into effect.

Except as regards performances in hotels and restaurants, the employment of variety acts is regulated by a quota agreement between the parties concerned. Similar arrangements have not so far proved acceptable to the British Hotels and Restaurants Association, which has urged that a quota system is inappropriate to the employment of foreign cabaret artistes in hotels and restaurants.
