asked the Minister of Civil Aviation if he will make a statement regarding the terms of reference of the proposed planning inquiry into the Gatwick Airport extension scheme.

As I announced on 22nd July, the precise terms of reference of the local public inquiry have not yet been settled, but its object will be to hear and report on representations as to the effect on local interests of the proposals. These representations may include suggestions for detailed modification of the scheme in the light of local needs. It will not, however, be open to objectors to question the need for a main alternate and overflow airport for London, or to represent that the airport should be in some other place.
