asked the First Lord of the Admiralty if he will give an assurance that in future changes in the conditions of examinations for entry into Dartmouth will not be made whilst an examination is in progress.

Commander Noble

No. There are two systems of entry, the Special Entry, which is conducted by the Civil Service Commissioners and the Admiralty, and the entry at 16, which is conducted by the Admiralty.

If a defect in either system at any time becomes apparent, the controlling bodies must be free, in consultation where necessary, to put it right, but no change would, of course, operate to the disadvantage of any candidate at an examination in progress.
