asked the Financial Secretary to the Treasury whether he will give instructions to all establishment officers in the Civil Service that, where one of the conditions of appointment to a post is membership of a specified professional organisation, a certificate shall be given to the holder of the post that such membership is, for the purposes of Income Tax, a condition of employment.

No. Such a certificate would not in general be true, but where such membership is a condition of employment it is the practice to give such a certificate.
