§ Mr. NuttingOn 25th June the United Nations High Commission for Refugees sent a report to the Allied High Commission drawing their attention to the fact that the Federal German Government's Bill to give compensation to victims of Nazi persecution does not, in its present form, cover all victims of concentration camps. This Bill is however intended to satisfy the obligations assumed by the German Federal Republic under the Bonn Conventions and it appears to fulfil this requirement. However,
