asked the First Lord of the Admiralty what instructions have been given to the effect that in recruiting civilian personnel for Admiralty establishments previous service in the fighting Services will always be taken into account.

Recruitment to established non-industrial posts is a matter for the Civil Service Commission. In so far as the Admiralty control recruitment, they give preference, other things being equal, to ex-Regulars and, in the Dockyards and other industrial establishments, equal preference to workmen with previous Admiralty service.
