asked the Secretary of State for the Colonies what progress is being made with the implementation of the Hebbs Report on the possibilities of establishing a paper pulping industry in British Guiana; and whether, having regard to the growing need for the new industries in this territory, and the need for additional supplies of paper pulp in the world, he will give the report urgent consideration.

The Hebbs Report concluded that the manufacture of paper pulp from wallaba in British Guiana probably would not pay. The matter is, however, receiving further consideration by the International Bank Mission now in British Guiana.
