asked Her Majesty's Government whether there is any reason or reasons why they have taken power to give licences for sponsored television and not for sound broadcasting.

This matter was dealt with fully during the debate on the White Paper in May which laid down the policy. Most parts of the country already have a choice of sound programmes including a regional programme. Television is of recent growth and there is only one central service which is still in course of development. It is therefore considered reasonable to choose this field for an experiment in the departure from monopoly.
